National Programme on Combating Drug Addiction and Illicit Traffic in Narcotic Drugs, 2009-2012

The Draft National Programme on Combating Drug Addiction and Illicit Traffic in Narcotic Drugs in the Republic of Armenia in 2009-2012 and the Programme Implementation Schedule has been put into official circulation by the Ministry of Justice of the Republic of Armenia.


The main goal of the Programme is to improve the governmental and non-governmental structures for organising combat against drug addiction and illicit traffic in narcotic drugs in the Republic of Armenia and to ensure their effective operation.

  • National training for judges and law-enforcement officials

National training for judges and law-enforcement officials

Within the Component 2 of SCAD-V Programme (Legal Assistance and Institutional Frameworks), Mr. Andrew Wells, the EU expert on Drug related legal issues conducted a 1-day national training for for judges and law-enforcement officials in 22 January, 2009.


The training title was the effective implementation of the international drug control conventions and instruments.


Mr. Grigori Malintsyan, SCAD-V Country Manager for Armenia and Dr. Arman Tatoyan, SCAD- V Local Legal Expert were assigned as the training facilitators.

EU Expert Andrew Wells completed his assessment mission in Armenia

Mr. Andrew Wells has successfully completed his assessment mission in Armenia by January 23, 2009.


The mission objective was to conduct the in-depth assessment of the country situation as regards to the drug related legislation and provide recommendations on how to improve the national legislation and align it to the international standards, as well as to conduct a one day National Training for judges and law-enforcement officials.


Within his visit mission to Yerevan, Mr. Wells interviewed key stakeholders from both governmental agencies and public organizations.

UN Convensions on Drugs

The three major international drug control treaties are mutually supportive and complementary. An important purpose of the first two treaties is to codify internationally applicable control measures in order to ensure the availability of narcotic drugs and psychotropic substances for medical and scientific purposes, and to prevent their diversion into illicit channels. They also include general provisions on illicit trafficking and drug abuse.
