28.08.2009 - Today, within the framework of the 5th phase of the South Caucasus Anti Drug (SCAD-V) programme, the new Narcological Department was officially opened at the Hospital for Detainees of the Ministry of Justice of Republic of Armenia.
April 27, 2009 - Today, within the framework of the 5th phase of the South Caucasus Anti Drug (SCAD) programme, Drug Rehabilitation Center at the Narcological Clinic of Psychiatric Medical Center of the Ministry of Health was officially opened. The Center has been renovated and furnished and equipped with the financial support of the SCAD-V programme, which is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP) in Armenia.
On 10 November 2008 the representatives of the United Nations Development Programme (UNDP) in Armenia, the International Committee of Red Cross (ICRC) and the Ministry of Justice (MoJ) of the Republic of Armenia have met to launch a joint project aimed at construction of a new Narcological Department within the premises of the Penitentiary Hospital of the Ministry of Justice. The project will help to improve the health services for inmates and it will allow separating patients with Tuberculosis from other patients.
Prof. Heino Stöver has successfully completed his assessment mission in Armenia by June 29, 2008, Sunday.
Within his visit mission to Yerevan, Prof. Stöver interviewed key stakeholders from both governmental agencies and public organizations as well as conducted a 2 day National Training for drug treatment specialists, practitioners and penitentiary representatives.
Professor Heino Stoever from Bremen, Germany has been contracted as an EU expert for Treatment Component of SCAD-5.
Heino Stöver is a social scientist, PhD and Professor of Public Health at the University of Bremen, Faculty of Public Health, Germany. Since 1987 he has been Director of the Archive and Documentation Centre for Drug Literature and Research at the University of Bremen (http://www.archido.de). He is co-founder of the Bremen Institute for Drug Research (BISDRO) and Senior Expert of the “Gesellschaft für technische Zusammenarbeit (GTZ)” in Berlin, Germany.
Heino Stöver’s main fields of research and project development expertise are health promotion, drug services, prisons and related health issues. His research and consultancy expertise include working as a consultant for the European Commission, United Nations Office on Drugs and Crime (UNODC), WHO, European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), International Committee of the Red Cross (ICRC) and Open Society Institute (OSI) in various contexts. Currently, Heino Stöver is carrying out research for a major project on problematic drug and alcohol users in police detention funded by the European Union framework programme on police and judicial cooperation on criminal matters (AGIS), two other research projects in the AGIS line funded by the European Union and a European study on harm reduction in European prisons (European Network on Drugs and Infections Prevention in Prison research).
He has published several articles and books on the spread of infectious diseases (HIV/AIDS, hepatitis, STIs, and TB), substitution programmes (including the provision of heroin) in the community and in prisons, health issues in prisons. He is the joint editor of the International Journal of Prisoner Health. Heino Stöver has gained project experience by participating in several projects in the European Union, WHO and UNODC and is currently project leader in the EU-Twinning light project on “Capacity-building for institutions involved in surveillance and prevention of communicable diseases in the penitentiary system in Latvia”.

Fieled visits to Treatment and Harm Reduction Services
Mr. Grigori Malintsyan, SCAD-5 Country Manager for Armenia and Mr. Artur Potosyan, SCAD-5 Local Expert on Treatment and Rehabilitation of Drug-addicted People held a series of site visits to drug dependece treatment and harm reduction services. The results of the field visits will be examined and the Field Study Report will be provided by February 2008.
