  • Seminar “Drug Control and Human Rights”

On 16-17 October 2008, in cooperation with OSI Armenian Foundation, a joint national seminar-workshop on “Drug Control and Human Rights” for law enforcement officials, advocates and NGO representatives directly working in the area of fighting drug addiction and illegal turnover of narcotic drugs and psychotropic substances was organized.


Educational presentations were conducted by the SCAD-V Country Manager for Armenia Mr. Grigori Malintsyan and SCAD-V legal expert Mr. Arman Tatoyan throughout the whole seminar. Speeches and presentations were also conveyed by the Head of the Narcological Clinic of “Psychiatric Medical Centre” CJSC of Ministry of Health of the Republic of Armenia, the Director of the School of Prosecutor’s Office of the Republic of Armenia, as well as the head of the Helsinki Citizens’ Assembly of Vanadzor Office.


The training covered the below mentioned issues:


1. Loopholes in drug related current legal framework (Law “On drugs and psychotropic substances”, Criminal code, Criminal procedure code, Law “On police”, Code on Administrative offenses, Law “On undercover operations”, etc) in the light of ensuring human rights;

2. National classification covering substances under control (misinterpretations between the terms set forth in UN conventions and national legislative acts);

3. Best practices in terms of criminal justice and sentencing;

4. Case studies and referral to international experiences and legal acts.


16 “external” participants plus SCAD-V team members attended to both day of Seminar/Workshop.


According to training evaluation feedback forms (16) the level of satisfaction of participants with the training relevance to their duties and further employment of the gained knowledge and skills was excellent. Training participants found out topics covered by SCAD-V legal expert very useful and most of them expressed their will to participate in similar trainings and seminars based on both science and best practice.
