This component of V phase of SCAD Programme aims at designing national drug strategies and proposing treatment/administrative sanction for drug users.


SCAD covers the area of legal assistance through local and international experts in each of the three South Caucasus countries who support a number of activities in this component including:

• In-depth assessments of the legal situation in each of the three South Caucasus countries including short-term technical expertise and long-term support to the advancement of legislation in-line with EU and international best practices.
• National trainings in each of the three countries aimed at the harmonisation of drug control legislation and national classification covering substances under control and best practices in criminal justice and sentencing.
• Support to the improvement and adoption of the national lists of classification of quantities of drugs and psychotropic substances in each of the three countries.
• One regional seminar covering best practices in international judicial co-operation.
• Support to the development of action plans/strategies for harmonisation and improvement of national drug control legislation.
• Where necessary, support for the replacement of imprisonment by administrative sentences for drug use along international norms.
• A study tour for judges and prosecutors from the three countries to meet with European counterparts for information exchange and learning best practices in the legal field.
